Under-Construction vs Ready-to-Move Flats in Gurgaon: Which One Should You Buy in 2026?

Almost every buyer who talks to us at True Asset Consultancy asks the same thing: “Should I book an under-construction flat or just buy a ready one?”

It’s a fair question. One looks cheaper. The other lets you move in this month. Here’s how we explain it to our clients, in plain words.

The Basic Difference

  • Under-construction flat: The building isn’t finished yet. You pay in parts as the builder completes each stage.
  • Ready-to-move flat: The building is done. The builder has the Occupation Certificate (OC), and you can take possession soon after paying.

Quick Comparison

Point Under-Construction Ready-to-Move
Base price Lower Higher
GST 5% (1% for affordable housing) Nil, if OC is received
Possession 2 to 4 years Immediate
Payment In stages Mostly in one go
Delay risk Yes No
What you see Brochure and sample flat The actual flat
Rent income Not until possession From day one
Price growth Can be higher Slower but steady

What It Really Costs

Take a 3 BHK priced at ₹1.5 crore in both cases.

Cost Item Under-Construction Ready-to-Move
GST ₹7.5 lakh ₹0
Rent while you wait (₹35,000/month for 3 years) About ₹12.6 lakh ₹0
Total extra cost About ₹20 lakh ₹0

So the “cheaper” flat may not be cheaper at all. This is the part most buyers miss, and we see it often. If the price gap between the two flats is less than ₹20 lakh, the ready flat can actually save you money.

Of course, if you don’t pay rent today because you live with family, the rent part won’t apply to you. Do the math for your own case.

When Under-Construction Makes Sense

Pick this if:

  • You can wait 3 to 4 years without stress
  • The builder has delivered projects on time before
  • The project is registered with Haryana RERA
  • You want to pay less upfront and spread the payment
  • You’re investing, not moving in
  • The area is still growing, like Dwarka Expressway or New Gurgaon

When Ready-to-Move Makes Sense

Pick this if:

  • You need a home soon because of school, job or family
  • You want to see exactly what you’re paying for
  • You don’t want to pay GST
  • You want rent coming in right away
  • You’re a first-time buyer and delays make you nervous

Risks You Should Know About

Under-construction:

  • Possession can slip by 1 to 3 years
  • Layout or amenities may change
  • A builder with money problems may slow down work
  • The final flat may not match the sample flat
  • Getting delay interest under RERA takes time and effort

Ready-to-move:

  • You pay more upfront
  • Some ready flats are leftover units, so ask why they’re still unsold
  • Seepage, poor finishing or maintenance issues may show up later
  • Some projects look complete but don’t have a proper OC

Our tip: visit a ready flat twice, once in the day and once in the evening. You’ll notice things you’d miss in a single visit.

Home Loan and Tax

Point Under-Construction Ready-to-Move
Loan release In stages All at once
What you pay first Pre-EMI (interest only on released amount) Full EMI
Tax benefit on interest Starts after possession Starts right away

On a self-occupied home, the interest deduction is up to ₹2 lakh a year under the old tax regime. Tax rules change, so please check with your CA before you decide.

Checklist Before You Pay

For both types:

  • Check the project on the Haryana RERA website
  • Read the full sale agreement, not just the first page
  • Check the land title and any court cases
  • Look at the builder’s past projects and how late they were
  • Get the total price in writing, including parking, club charges and maintenance deposit

Extra for under-construction:

  • Visit the site and check real progress
  • Prefer a construction-linked payment plan over a time-linked one
  • Check the possession date and the penalty clause

Extra for ready-to-move:

  • Ask for the OC and Completion Certificate
  • Check pending electricity, water and maintenance dues
  • Get a society NOC for resale flats
  • Test lifts, power backup, water supply and parking

Which One Gives Better Returns?

It depends on the location and the builder.

  • Fast-growing area: An under-construction flat bought early can gain a lot by the time you get possession.
  • Established sector: A ready flat gives steady rent and lower risk, but price growth is slower.

If you want growth and can handle some risk, go under-construction. If you want peace of mind and rent from the start, go ready-to-move.

How to Decide

Your Situation Better Choice
Need a home within 6 months Ready-to-move
First-time buyer Ready-to-move
Investing for 4 to 5 years Under-construction
Low cash right now, can wait Under-construction
Can’t handle delay stress Ready-to-move

There’s also a middle option: a nearly ready project that’s close to getting its OC. The price is lower than a fully ready flat, and the wait is short.

FAQs

  1. Is GST charged on ready-to-move flats?
No. If the builder has received the OC, there’s no GST on the flat. Under-construction flats carry 5% GST (1% for affordable housing).
  2. Is an under-construction flat risky in Gurgaon?
It can be, mainly because of delays. Choose a builder with a good delivery record and check that the project is RERA registered.
  3. Can I get a home loan for an under-construction flat?
Yes. Banks release the money in stages, and you pay interest only on the amount released until possession.
  4. Which gives better rental income?
A ready-to-move flat, because you can rent it out immediately. An under-construction flat gives no rent until possession.
  5. How do I check if a project has an OC?
Ask the builder for a copy of the Occupation Certificate and confirm it with the local town planning office. You can also ask us to help you verify it.
